In order to receive care, patients must:

1. Live in the Town of Colonial Beach or Westmoreland County.
2. Not be covered by any medical insurance, including Medicare and Medicaid.
3. Not be in an emergency condition. Such persons must call 911.
4. Earn below 200% of the Federal Poverty Level.
